Board of Agriculture Approves an Emergency Loan Program for Farmers, Ranchers

Yesterday, the state Board of Agriculture approved an Emergency Loan Program for farmers and ranchers who suffered damage due to Tropic Storm Iselle.

Governor Neil Abercrombie declared the entire state of Hawai‘i a disaster area due to the high wind and rain associated with Iselle. This authorizes the expenditure of state monies for disaster relief.

The main elements of the Board of Agriculture's emergency loan program are:

  • Maximum loan amount: $100,000
  • Terms to be determined on a case-bycase basis as needed. Consideration will be given to the applicants based on prior performance and projected cash flow based on reasonable assumptions of revenue and expenses.
  • Interest rate: 3 percent (Federal loan program may have lower interest rate)
  • The credit elsewhere requirement shall be waived for loans of $50,000 or less. 
  • The 3 year residency requirement for U.S. Citizens and permanent resident aliens shall not apply.
  • Collateral requirements may be modified or waived, as necessary, on a case-by-case basis. Whenever possible, the provisions of Section 155-11, Security for Loans, should be followed.
  • Emergency Loan Applications can be accepted until December 31, 2014.

Hurricane Iselle: The Aftermath & Human Stories

Soon after Hurricane Iselle hit the Big Island, the Hawaii Farmers and Ranchers United (HFRU) core group called a meeting. We wanted to assess damage, and what we found was that some Big Island farmers were in desperate need.

The human stories which were told by some of the affected farmers were hard to take. One of the independent processors told about being in church on Sunday just after the hurricane and not being able to look a farmer, there with his family, in the eye. They both knew what this damage meant to the farmers. The processor told us at the meeting that it brought him to tears.

Diane Ley, executive director of the USDA’s Farm Service Agency, was on the phone at the after-hours emergency meeting. Scott Enright, who is chair of the Department of Agriculture, participated by cell phone. He had just landed on O‘ahu and was driving to a meeting.

Farmers and their friends pulled together to bring agencies with resources to meet with farmers at one stop. W.H. Shipman, Ltd. made their offices available to the group for meetings. Lorie Farrell did the real heavy lifting by organizing everything. And the support agencies responded.

We met on Tuesday, on W.H. Shipman, Ltd.’s ground, with about 180 people in attendance. Chris Kanazawa, head of the USDA’s Rural Development; Scott Enright, director of the Board of Agriculture; Laverne Omori, county director of Research and Development. So was Chris Manfredi, president of the Hawaii Farm Bureau.

Various agencies had booths where they provided information about their programs. People gave presentations. AgriLogic, which specializes in risk management insurance for farmers, was there. One of the priorities of HFRU is to increase the percentage of farmers covered by crop insurance.

Mayor Billy Kenoi announced he is hiring DayDay Hopkins to be liaison to the farmers. That is a huge deal; DayDay knows farming. I met two county council candidates for the first time that day, Danny Paleka and Ron Gonzales, and after having short conversations, it was clear to me that both are very thoughtful and know what the spirit of aloha is all about. 

Yesterday I read in the Star-Advertiser that 287,000 Hawaii residents receive aid through the Hawaii Foodbank and its agencies. I called up Ross Sibucao, the young president of the Hawaii Papaya Industry Association, and asked him: “How many papaya farmers are on food stamps?”

He chuckled at my even asking the question. He said, “Probably zero.”

The farmers are the ones feeding the people. They do important work.

What We Learned From Hurricane Iselle

There are a lot of things we can learn from the hurricane we just went through.

People saw what needed to be done on the ground and they just did it. Trees needed to be cut, so they cut them. Neighbors needed food and ice, so people got them food and ice. People saw the situations that were problems and they took care of them.

This is a good analogy for what we farmers want to do now. We have been dragged into a battle, and all we want to do is get back to providing food for people. We’re farmers. We want to grow things and feed people. We don’t want to be involved in lawsuits and philosophical battles.

What’s happened is that the Center for Food Safety, and Earth Justice, which is the Sierra Club’s legal arm, are fighting against farmers. We farmers are asking for clarity on this anti-GMO bill. We’re saying tell us what the rules are so we can go back to farming. But those two are fighting against us, so we can’t do that.

Here’s an analogy. It’s as if after the hurricane they said: Yeah, we see all the albizia trees are down, but we want you to focus on something that’s happening in the Midwest, or in India.

Those aren’t local problems.

Or it’s like they were saying, Yeah, we see all the trees down, but you can’t use chainsaws because they’re dangerous. You’ve got to use axes, because they’re natural.

We’re saying, look, we’ve got to use chainsaws. We’ve got to help people.

It’s really that simple. We farmers are spending too much time on all that other stuff and we really just want to get back to farming.

When the Association of Counties asked me to talk about climate change and how the farmer looks at it, I quoted Neil DeGrasse Tyson. He talks about climate change being the guy and his dog walking down the beach. The man walking straight down the beach is the climate, and the dog running back and forth is the weather.

The climate is the policy kind of stuff, and hopefully the climate people make the right decisions.

We farmers deal with the weather. If there’s a storm, or an insect, we deal with it. We’ve got to concentrate on growing food. Otherwise, we end up trying to make policy, and we’re not scientists. We’re farmers. 

We just want to get back to farming.

The New York Times just ran an excellent, balanced and well-received article on Hawai‘i Island’s recent GMO ban. It was written by Amy Harmon, a national correspondent for the Times who covers the impact of science and technology on American life. She’s won two Pulitzer Prizes for her work.

A Lonely Quest for Facts on Genetically Modified Crops

KONA, Hawaii — From the moment the bill to ban genetically engineered crops on the island of Hawaii was introduced in May 2013, it garnered more vocal support than any the County Council here had ever considered, even the perennially popular bids to decriminalize marijuana.

Public hearings were dominated by recitations of the ills often attributed to genetically modified organisms, or G.M.O.s: cancer in rats, a rise in childhood allergies, out-of-control superweeds, genetic contamination, overuse of pesticides, the disappearance of butterflies and bees.

Like some others on the nine-member Council, Greggor Ilagan was not even sure at the outset of the debate exactly what genetically modified organisms were: living things whose DNA has been altered, often with the addition of a gene from a distant species, to produce a desired trait. But he could see why almost all of his colleagues had been persuaded of the virtue of turning the island into what the bill’s proponents called a “G.M.O.-free oasis.”

“You just type ‘G.M.O.’ and everything you see is negative,” he told his staff. Opposing the ban also seemed likely to ruin anyone’s re-election prospects.

Yet doubts nagged at the councilman, who was serving his first two-year term. The island’s papaya farmers said that an engineered variety had saved their fruit from a devastating disease. A study reporting that a diet of G.M.O. corn caused tumors in rats, mentioned often by the ban’s supporters, turned out to have been thoroughly debunked.

And University of Hawaii biologists urged the Council to consider the global scientific consensus, which holds that existing genetically engineered crops are no riskier than others, and have provided some tangible benefits.

“Are we going to just ignore them?” Mr. Ilagan wondered.

Urged on by Margaret Wille, the ban’s sponsor, who spoke passionately of the need to “act before it’s too late,” the Council declined to form a task force to look into such questions before its November vote. But Mr. Ilagan, 27, sought answers on his own. In the process, he found himself, like so many public and business leaders worldwide, wrestling with a subject in which popular beliefs often do not reflect scientific evidence…. Read the rest

Hawai‘i County Councilperson Margaret Wille, though, refers to this article as “Hogwash!”

She’s the local councilperson who spearheaded the Big Island biotech ban, and her comment on the New York Times article kind of says it all. In her second-to-last paragraph she lumps farmers in with “GMO apologists,” which makes us the enemy. We are not the enemy.

The underlying message in this article is that pro-GMO is pro-science and those opposed are anti-science. Hogwash! It is the biotech corporations that politically obtained the USDA “political” exemption from being required to do premarketing health and safety tests. This political decision was based on the claim that GMO crops are “substantially equivalent” to the corresponding non-GMO crops. Instead of government required health and safety testing, uncontrolled “open field” testing is occurring right here in Hawaii on Kauai– where all the evidence points to immune disruption of the young and unborn , as well as harm to the soil and adjacent aquatic life.. At the same time these same corporations obtain patent rights based on the distinction of their GMOs, allowing the intellectual property laws to function as the barrier to obtaining the information independent scientist needed to do long term studies.

And whenever an independent study is underway, the GMO offensive position is to discredit the scientist or buy out the organization, as occurred in the case of the international organization doing studies on the adverse affects of associated pesticides on bee populations.

The bottom line is that we passed Bill 113 despite all the opposition from Big Ag GMO proponents and their on island mouthpieces.

Hopefully in the future, the New York Times will curb its biased approach to coverage of GMO related issues. 

Contrast Councilperson Wille with Councilperson Ilagan. What a difference.

At this point, it’s really not a matter of who can yell the loudest, but of sitting down and deciding where we want to end up, and how we’re going to get there. We have a very serious food security issue (I’ll be writing more about this next time) that, with our Peak Oil situation, is only likely to get worse.

We are not looking at a First Amendment situation here, where everyone’s opinion matters. Everyone is welcome to his or her opinion, but at this point, when it comes to making important policy for our people and our food security, we need to sit down and form the best policy we can, using the best science.

What was not covered in the New York Times article was Big Island farmers’ concern that the ban on biotech solutions only applies to Big Island farmers, and not their competitors on other islands or on the mainland.

The president of the Hawaii Papaya Industry Association asked why only papaya farmers are beng required to register their crops and pesticide usage. He said that papaya farmers feel like they are being treated like sex offenders.

And why is there a blanket ban on open air testing? With bananas, flying pollen makes no difference, because they don’t have seeds.

Fusarium wilt killed off the mai‘a maoli as well as the mai‘a popoulu, two banana plants that came to Hawai‘i on the canoes. What if we could bring them back?

What if a virus threatens to kill off all our taro? Would we want to be able to try and save it? What would the ancient ones do?

Bill Walter on Bill 113

Richard Ha writes:

In this letter to the Hawai‘i County Council, Bill Walter of W.H. Shipman expresses very well what we farmers are trying to articulate.

Councilwoman Wille points to a stack of testimony, taller than the stack opposing Bill 113, and says, "The people have spoken."

If we used "tonnage of food produced on the Big Island" as a means to compare, though, the stack representing the folks opposed to Bill 113 would be 10 times taller.

But they did not bother to listen to the farmers.

Energy On The Farm

In addition to using the water that’s all around us, we utilize the energy of the sun. Because what drives plant growth? Sun energy in a certain range.

We use a sensor that measures the sun energy per meter squared and gives a number for the total accumulated in a day. We keep track of the total.

The sun energy total was low these last two days. This is something we expected, because the river has been raging.

Farmers routinely use scientific information. This is why I say farmers have common sense.

Bill 113 & The Big Picture

Yesterday at the Hawai‘i County Council meeting, the anti-GMO Bill 113 got a positive recommendation, meaning it now needs two votes by the Council and the Mayor’s signature to be adopted.

A County Council committee gave a bill that would restrict the use of genetically altered crops a positive recommendation Tuesday, ensuring that the legislation would survive nearly five months after the committee first took on the controversial issue.

The legislation, Bill 113, was moved forward to the council level in a 6-2 vote with Puna Councilman Greggor Ilagan voting no and Council Chair J Yoshimoto voting no with reservations. Hilo Councilman Dennis Onishi was absent….

At yesterday’s meeting, Councilperson Zendo Kern said the County has spent almost $20,000 on meetings regarding this topic. He said, “We can’t keep doing the same thing over and over and over again expecting a different result. That’s insanity.”

Councilperson Dru Kanuha said, “I think we are completely wasting our time, the committee’s time and taxpayer dollars on something that should have been talked about first and foremost.

Kanuha said a task force should have been formed first, in order to investigate and suggest action, and then a bill written.

But, instead, a bill was written first. And the predictable outcome was people yelling and screaming at each other.

Bill 113 exempts GMO papaya and corn now in cultivation – but outlawing future biotech crops, while giving GMO papayas and corn growers an exemption, de facto criminalizes those papaya
and corn farmers.

The bill’s sponsors say we need to move fast before the big seed companies come to the Big Island. But there are economic reasons they are not here. The Big Island is geologically young and has not eroded enough to develop flat, fertile lands. Tractors make money on the straightaways and lose money on the turns. Where we do have limited areas of flat and fertile lands, there is no irrigation infrastructure.

Maybe now, in picking up the pieces, we can focus on the big picture. We need to have, in the spirit of aloha, a serious discussion about food self-sufficiency for the island. We will need everyone’s contribution to this effort.

  • How can we achieve affordable food self-sufficiency?
  • How can we leverage our year-round growing season?

The downside of the wonderful gift of a year-round growing season is that weeds, insects and diseases thrive here, too.

In the past, we used pesticides almost exclusively to increase production. Now, there are new, biotech options that can help us increase production while decreasing pesticides. We can lower food costs and decrease the pressure on our environment at the same time.

Remember, food self-sufficiency involves farmers farming. If the farmers make money, the farmers will farm.

‘So God Made A Farmer,’ And Now The Hawaii County Council Wants To Make Them Criminals

NOTE: I do not grow any GMO crops, and I do not have any financial or other affiliation to any large seed or other companies that advocate the use of GMOs. My interest in this topic is in finding the right direction for Big Island farming and in being able to feed our future generations.
 
The Hawai‘i County Council meets again tomorrow regarding the anti-GMO bill.

I sent a letter to the editor of the Hawaii Tribune-Herald and West Hawaii Today asking that we take a sincere look at the big picture.

We need to know what we want for the Big Island, and then formulate a plan to get us there.

We need to leverage our resources so as to provide affordable food to the rubbah slippah folks while also working toward achieving food self-sufficiency for future generations.

We need to identify how we can achieve a competitive advantage over the rest of the world.

We need to realize that the Big Island is young, geologically, compared to the older islands. We do not, therefore, have alluvial plains, which form after many years of erosion. We do not have the conditions that would support industrial-scale agriculture – flat land, a dry climate, strong sun energy, deep soil and irrigation.

The seed companies are not arriving here tomorrow to set up shop. Their tractors make money on the straightaways, and they lose money on the turns. It’s counterintuitive, but in spite of its size, the Big Island is an environment best suited for small farmers, not large one. Let’s not let a fear of industrialization cause us to make decisions that kill off our small farmers.

Margaret Wille has now suggested we do an ad hoc study group as part of the Bill 113 discussion. This is an excellent place to begin. Let’s place Bill 113 on hold while we do a fair and impartial study of how we will get from here to there. Who is right is not as important as what is right.

Kumu Lehua Veincent always asks: “What about the rest?” and that is the key question. How do we come to a solution that takes care of the rubbah slippah folks as well as everybody else?

There are a thousand reasons why, No can. We must find the one reason why, CAN!!

Some of my thoughts about all this:

Q. How is farmers’ morale now that Bill 113 is out there?

A. Big Island farmers are demoralized. Paul Harvey narrated a commercial during the last Super Bowl that said, “And on the eighth day, God looked down on his planned paradise and said, “I need a caretaker.” So God made a farmer.

It’s less than a year later, and now Big Island farmers are at risk of being criminalized.

Q. What do farmers think of Bill 113?

A. They feel it is unfair. They feel that they would not be able to use biotech solutions for insect and disease problems in the future, as will their counterparts on the other islands. They feel they would not be able to compete.

Farmers want to be good stewards of the land, and they are very distressed that they might be forced to use more pesticides than the rest of the state’s farmers.

Q. What biotech solutions are being developed for bananas?

A. Resistance to Race 4 Fusarium wilt, the biggest threat right now to banana farming worldwide, and resistance to Banana Bunchy Top virus. Both are taking place at the University of Hawai‘i right now.

Q. What biotech solutions are being developed for tomatoes right now?

A. Resistance to Tomato Spotted Wilt Virus, which could devastate a tomato farm.

Q. As a relatively large farmer, do you think the big seed companies will come to the Big Island?

A. No. They’d lose money, which is why they are not already here. They need flat land, low humidity, high sunlight, deep soil and irrigation. Because the Big Island is so young geologically, these conditions are very rare here. Big tractors make money on the straightaways and lose money on the turns.

Q. Will Bill 113 increase our island’s food self-sufficiency?

A. No. Food self-sufficiency involves farmers farming. If the farmers make money, the farmers will farm. Bill 113 would make Big Island farmers less competitive. So it would result in less food self-sufficiency.

Q. Would Bill 113 result in less pesticide applications?

A. No. It’s biotech solutions that result in fewer pesticide applications. Big Island farmers would have to use more pesticides as compared to the rest of the State.

Q. What do farmers think of registering GMO farms?

A. They worry that this would make it easy for ecoterrorists to locate them.

Q. Hector Valenzuela suggested that organic farmers seek high-end markets. Would that help provide food for the masses?

A. It won’t. That solution anticipates a niche production for people who can afford high prices.

Q. Can organics provide sufficient affordable food for the masses?

A. No. There is no winter here to kill off bugs and provide an automatic reset. There isn’t sufficient manure for compost to provide the nitrogen fertilizer, which is the basic building block for protein.

Q. How can biotech solutions give Hawai‘i farmers a competitive advantage over the rest of the world?

A. They leverage our Hawaiian sunshine, which allows us to grow food year round. Also, reducing the cost of controlling insects and diseases that thrive in the humid subtropics gives Hawai‘i farmers a competitive advantage over the rest of the world.

Q. Do you think GMOs are safe?

A. Yes. Every major scientific organization in the world has endorsed the use of GMOs. Two trillion meals have been served with no harm done. Hawai‘i seniors have the longest life expectancy in the nation.

Q. Do you think RoundUp is safe?

A. Yes.

Q. Why do you think RoundUp is safe?

A. We know that the herbicides we used 25 years ago were much more toxic. Today, we have the ability to detect minute amounts of chemicals, and we must put things into perspective. One could take a sample of sea water and detect gold. But that doesn’t mean we would invest money in a business to mine gold from the ocean. We farmers have been taught, over and over, that the dose makes the poison. We need to use common sense.

Q. In your 35 years of farming, what do you consider to be the most important trend that will affect our future?

A. The price of oil has quadrupled in the last 10 years, which has caused farmers’ costs to rise. Farmers cannot pass on their costs as efficiently as others can. Farmers are price takers, rather than price makers. Because it is a finite resource, the oil price will steadily rise and food price will steadily rise as well.

But we can leverage our sun resource with new biotech solutions. We can take advantage of our year-round growing season and lower our cost to control pests and diseases and therefore lower the cost of food production. This will increase our Big Island residents’ discretionary spending, which makes up two-thirds of our economy. By doing this, we take care of all of us, not just a few of us.

Q. What do you suggest?

A. Defer Bill 113 and form a committee of stakeholders and experts to focus on Big Island solutions to future food security. It should not be political. It should be a solution that takes care of all of us, not just a few of us.

Growing Food: A Reality Check

Hawai‘i is located in the humid subtropics and it is a weed, bug and plant-disease paradise. We have no winter here to help us kill off
bugs.

Farmers are not pesticide-crazed sprayers of toxic chemicals. They use cost-effective solutions to the pest problems of their particular crops. They use what’s least toxic, because they don’t want to harm themselves. They don’t overspray, because that wastes money. Farmers have common sense.

When we send farmers into battle against the pests, don’t shoot arrows at their backs. When we send them into battle against pests that use cannons, don’t send them out with swords and clubs.

If we do not want the large biotech companies to grow corn for seed, then write a bill that prohibits that. If we do not want GMO foods at all, then start with corn flakes and soda and ban those.

Consider these facts:

• Hawai‘i imports more than 85 percent of its food. That’s almost all of our food.

• Hawaii uses oil to generate more than 70 percent of its electricity. The U.S. mainland, which is both our supplier and our competitor, uses oil for only 2 percent of its electricity – so its costs are not skyrocketing from rising oil prices as much as ours are.

• The price of oil has quadrupled in the last 10 years, and will probably go higher.

• As oil prices rise, Hawai‘i becomes less and less food secure.

These are the realities that Big Island farmers face every day. We must be one of the least food secure places in the world.

From my blog post Definitions: Food Security vs. Food Self-Sufficiency:

“Food security” means being able to get adequate and sufficient food, regardless of where it comes from. These days, it comes from all over the world. We are able to buy food from all over because money comes into our economy from the outside, with military spending and tourism being primary contributors. That provides us with money to pay for general services to our society and to buy our food.

Food security involves farmers farming. If the farmer makes money, the farmers will farm. And if the farmers make money, then their products will be competitive with imported foods. And that will mean lower cost foods for all.

Try to encourage those things that gives our farmers a competitive advantage. Leverage our sun that shines all year long. Don’t ban GMO corn that can give our cattle ranchers a fighting chance.

Maybe we can grow the grain that will encourage poultry farms and fish, too.

If we had poultry and cattle manure, our organic farmers would have a nitrogen source that could help them produce food for a profit.

Let’s all sit down and talk. Farmers are not the enemy.

Monsanto Not Coming to Big Island

Monsanto is coming, Monsanto is coming. Hide the women and children!

Not.

Did you see the letter to the editor from the Monsanto spokesman, Alan Takemoto, in the Hawaii Tribune-Herald last month? He testified to the fact that the reason Monsanto is not on the Big Island is that this island does not have the combination of factors they need, like deep soil, plenty of sunshine, irrigation and flat lands. It’s a practical thing. He wrote that they do not own land or even lease land here.

The Aina Koa Pono biofuel project proves this point. The Ka‘u bio fuel project, which plans to grow crops to make biofuel, needs a huge subsidy or it won’t work. They are even trying to hide the fact that we the people will pay $200/barrel for the biofuel.

So why, again, are we banning all future biotech crops? There was a front page article in the Hawaii Tribune-Herald a few days ago saying that Hawai‘i seniors have the best prospects for quality of life and length of life in the entire nation. And the American Medical Association, at its 2012 annual meeting, said there is no substantial difference between crops that are conventionally bred and those developed from biotechnology. I trust the doctors.

The real problem is this: In a world of finite resources, how are we going to provide our people with affordable food? For this, we need, simply, farmers farming. All kinds of farmers need to contribute. And farmers need to make money so they will keep farming.

Let’s regroup, form a task force of knowledgeable stakeholders, and work toward this goal.

We need to work together in the spirit of aloha.
